I would stay there again if the price was right. The room was small, even for Japan, and out of date but everything was clean and worked. Nothing was worn. For instance, the toilet was older than the toilet seat, which was one of those full-function, cleaning Japan seats. The seat was bigger than the bowl. The neighborhood was a regular Tokyo neighborhood. There were few tourists or large stores or developments. There were convenience stores next to the hotel and simple restaurants nearby (e.g. a Mister Donut). The subway stop was close (2 blocks) and the Nippori JR Station was a short walk making it convenient to get around the city. I've stayed at nicer places in Japan. There is nothing special about it except the price was right. For the same price, I would stay at a better, nicer hotel. In my 14 years of coming to Japan, this was the smallest, least comfortable room that I have stayed in, but I would still stay there again, if the price was right.
