Hotel Emerald is located in sector 8C, pretty close to the Rose Garden and the market in 17C (we never went there). You could walk from the hotel to Nek Chand's Rock garden and the lake, but it would be a longish walk. It's easy to take tuk-tuks.
The hotel is in one of the many U-shaped strip malls in Chandigarh on Madhya Marg, facing the street. There is a sign up above, which helps you to see it from the street. You get into the hotel through a single door and up a long flight of stairs.
The staff were helpful, but as with many Indian men, they gravitated toward my husband and didn't speak to me until I inserted myself into the conversation.
They put us in a room off the lobby, which was quiet. The bathroom had a large and attractive sink and a shower with a glass divider and a shower curtain. Everything worked, yet there were parts of the bathroom that had been finished somewhat carelessly.
The breakfast buffet, consisting of fruit and chai and instant coffee and Indian dishes such as dal, was good. We had dinner there one night as well, which was fine.
It's easy to walk from the hotel to a greenbelt (park) or to other strip malls. There was a mall nearby that had tons of restaurants, a woman's clothing store, a chemist, and a Cafe Coffee Day.
They arranged a car to Rishikesh for us, with a good driver, but our host in Rishikesh said that we had overpaid. If you wanted to go to the trouble of arranging a car yourself, you might save money.
